U.S. NAVY AWARDS DLS $998.8M CEILING MIDS JTRS CONTRACT
SAN DIEGO -- Data Link Solutions, comprised of BAE Systems of Wayne, N.J., and Collins Aerospace of Cedar Rapids, Iowa, was awarded a $998.8 million maximum potential value, indefinite-delivery/indefinite-quantity (IDIQ) contract (N00039-20-D-0057) by the U.S. Navy for the production, retrofits, development, and sustainment of Multifunctional Information Distribution System (MIDS) Joint Tactical Radio Systems (JTRS) terminals. Funding of $64.1 million is being obligated with the first delivery order, placed concurrently with contract award, which will meet the minimum order requirement.
This contract combines purchases for the U.S. Navy, Air Force and MIDS Program Office, as well as purchases for NATO and all NATO nations under the FMS program. This contract was competitively procured, and two proposals were received.
The MIDS JTRS terminal is a line-of-sight radio system for collecting and transmitting broadband, jam-resistant, secure data and voice across a variety of air, sea and ground platforms. Currently, there are three variants of MIDS JTRS terminals: the Concurrent Multi-Netting-4, the Tactical Targeting Network Technology, and the F-22 variant. These terminals will continue to be procured, sustained and updated for future growth, including JTRS advanced networking waveforms such as: multifunction advanced data link, intra-flight data link, and other advanced networking waveforms.
The ordering period for this IDIQ contract is through May 2025, with the work under the contract will be performed in Cedar Rapids, Iowa (50%) and Wayne, N.J. (50%).
The U.S. Navy is obligating $11.0 million in Fiscal Year 2020 Aircraft Procurement, $1.8 million in FY20 Other Procurement, and $195,965 in FY20 Ship Construction Procurement funds at the time of the award, none of which will expire at the end of the current fiscal year. The Air Force is obligating $16.5 million in Fiscal Year 2020 Aircraft Procurement, $2.0 million in FY20 Other Procurement, and $1.2 million in FY20 Research, Development, Test, and Evaluation funds at the time of the award, none of which expire at the end of the current fiscal year, and $5.1 million in FY18 Aircraft Procurement, which will expire. Additionally $1.6 million in U.S. Defense-Wide Fiscal Year 2020 Procurement and $3.3 million in FY20 Defense National Guard and Reserve Equipment funds is being obligated at the time of the award, none of which will expire at the end of the current fiscal year.
International, non-U.S. funding is also being obligated to this award, with $20.6 million in non-appropriated funding for Foreign Military Sales (FMS) and $979,825 from foreign cooperative programs being obligated at the time of award, none of which will expire at the end of the current fiscal year. The U.S. Naval Information Warfare System Command at San Diego, Calif., is the contracting authority, awarding this contract on behalf of the MIDS Program Office (PMA/PMW-101)
